I have a bilingual site that I use wpml to turn it into bilingual. I am currently working on the po file. now my question is how do I tell the plugin which language it needs to use? Also same goes for the actual links. For instance my english translation is on
http://polesabz.com/?page_id=1127
and the persian translation is on
http://polesabz.com/?page_id=1.....mp;lang=fa
so the actual page id is different.
same goes for the dashboard widget. users have the ability to go to theri profile and choose their language.

That is quite tricky. You have to use only one page for the interface, there is no other way around. I don't know your translation plugin, but I once used "Polyglot", a plugin to turn your site in multi-lingual site. I actually could specify different titles/contents within the post or page fields by using tags like [lang-en]Title[/lang-en][lang-fr]Titre[/lang-fr]. This kind of feature would allow you to have the same page for various languages. I also had nothing to do with respect to my plugins: only put the MO file in the right place, set WP_LANG to "" and the plugin was automatically selecting the correct MO files.

Compatibility with WPML has been added in version 2.4.0, that multi-lingual plugin is worth a look. File has been sent to everybody who bought the plugin. Please also check your spam folder.

This is awesome. I just installed it and it worked great. I have a small issue though my translation page is Right to Left. I can hard code it to change to rtl for the translation page but is there an easier way of doing this?

The dashboard widget is not translating. I have heard of this problem before it looks like it has something to do with the order of which plugin loads first. If UM loads before WPML then the admin pages won't translate.

Hmmm, I have tried to take care of this as described on their website. Happens only in the admin area?

sorry for the long delay. Yeah only the admin side is the problem. I found this forum post that explains how to fix it. Have a look at this forum.

can you replicate the problem on your end? I trying to find out if the problem is because of the way I have things setup or you are also seeing the same problem.
